Step by step resolution:

1."vae_workflow_instance" table the threshold value has been exceeded for workflow request.
2. We have changed the threshold value in the  "ae.properties". Hence this issue has been resolved.
 
Parameters information :

ae.pendingreq.lower.threshold:  Email notifications are sent if it is enabled by sysadmin 
ae.pendingreq.higher.threshold: Workflows are marked as failed I.e. we stop processing new requests 

Additional information:

"Default value for  ae.pendingreq.lower.threshold is 300. When due to some reason mostly Agent not in “Running” state and don’t pick request, Request remains in “New” state.

If the notification for a pending request is enabled and requests in New state reaches to 300 then configured users got an email notification for this. It is expected to take action and stop any further request triggered. Check the agent state and make sure request processing gets a start, then you can trigger new requests once the old request gets processed.

If don’t take any action and the number of requests in the new state reaches ae.pendingreq.higher.threshold - 800 then by default sysadmin got the notification and all further requests get fail.

Now again the solution is the same stop any new request triggers and checks the agent state and process old request. Once all old request gets processed can trigger new request.
